A student council certificate template helps a school thank the students who served as a voice for their classmates. Middle schools, high schools and colleges give one at the end of a term to class representatives, officers and committee members, usually at the last assembly of the year, an awards evening or the meeting where the new council takes over.
A good student council award names the student, the office they held and the term, and says in plain words what they did: the meetings they sat in, the events they helped run and the ideas they carried to staff. The faculty advisor and the principal usually sign it, and students often keep it for college and scholarship applications.

Questions, answered
Most councils have a president, a vice president, a secretary and a treasurer, plus one or two representatives from each class or grade. Larger schools add officers or committees for events, sports, wellbeing or the environment. Put the exact role on the certificate, as each one carries different work.
In most schools a term runs for one school year, with new members chosen in the first weeks of the autumn term or at the end of spring for the year after. Some schools keep class representatives for one semester only. Show the term's years on the certificate so it stays a clear record.
Yes. Members who stepped in to fill an empty seat, or who served on one committee only, did real work too. Give them a certificate that shows the dates they served and the role they held.
Ideally both. The faculty advisor attended the meetings and knows what the student did; the principal's signature shows the whole school values the work. In a college, the dean of students often signs in place of a principal.
At the end of the term, before the students leave: the last assembly, an awards evening, or the handover meeting where outgoing members welcome the new council. Giving them in front of peers shows younger students that the role matters.
